Problems connecting to database

Symptoms

Users are presented with the error:
Sorry. There is a problem connecting you to the database. Although the webserver is running, it cannot open a connection to the Facility dataserver service. Either this service is no longer running or it is running on a machine no longer accessible to your webserver. Both the Facility DataServer and Facility ePORTAL services need to be restarted in that order

Fix

Ensure the Facility Data Service is running, if not - restart it and rebuild the login table.
